            On 23 - 25 May 2011, the Constitutional Court of Romania, holding the Presidency of the Conference of European Constitutional Courts, organised the XVth Congress, with the topic: "Constitutional Justice: Functions and Relationship with the Other Public Authorities".
            The Congress was attended by the representatives of all 41 constitutional courts, members of the European Conference, as well as by representatives of the regional and linguistic groups of other constitutional courts and similar institutions (members of the Bureau of the World Conference on Constitutional Justice).
            Likewise, there attended representatives of the Romanian public authorities whose activity is related to the legal area.
            During the Congress opening ceremony, the President of Romania, Mr. Traian Băsescu, addressed the participants.       
The Congress had three plenary sessions, as follows:

  1. Plenary session I, with the topic: The Constitutional Court’s Relationship to the Parliament and Government, chaired by Mr. Péter Paczolay, President of the Constitutional Court of Hungary;
  2. Plenary session II, with the topic: Resolution of organic litigations by the Constitutional Court, chaired by Mr. Andreas Voßkuhle, President of the Federal Constitutional Court of Germany;
  3. Plenary session III, with the topic: Enforcement of constitutional courts’ decisions, chaired by Mr. Rui de Moura Ramos, President of the Constitutional Court of Portugal.

            The Congress ended with a session of conclusions in which Mr. Emil Boc, the Prime Minister of the Romanian Government, took the floor.
            At the end of the Congress, the Presidency of the Conference of European Constitutional Courts was taken over by the Constitutional Court of Austria.
